Typical structure of a Business Personal Property Tax System
While the exact makeup of the Property Tax system in your state, county, city or town might vary slightly, the following is fairly common. There are three different levels involved in Business Personal Property Tax system and they all work together in order to ensure that the correct information is created and the correct amount of payments are received accurately in a timely manner by the county or city’s assessor’s office. The following individuals and their offices are responsible for ensuring that the Property Tax System works smoothly; Assessor, Auditor-Controller, and Treasurer-Tax Collector.

Assessor – The Assessor is ultimately responsible for applying all laws to determine the value of all of the properties within their jurisdiction. Once the business personal property value is known they determine the amount that is owed according to the laws that are currently on the books. With all of that information, they create an Assessment Roll. This roll is a complete and accurate accounting of all of the business personal property taxes that are to be collected within the jurisdiction of the given Property Tax System. The Assessment Roll is then given to the Auditor-Controller for processing.
Auditor-Controller – The office of the Auditor-Controller then takes the Assessment Roll and reviews the documents and makes the necessary adjustments according to a procedure that may involve adding additional levies to certain parts of the Assessment Roll. After any all and all additions are made to the original documents, the final Extended Assessment Roll is then given to the Treasurer-Tax Collector’s office for the final phase to be carried out.
Treasurer-Tax Collector – The Treasurer’s staff is then tasked with ensuring that all of the taxes that are listed in the Extended Assessment Roll are properly collected. The Treasurer’s office staff is responsible for printing, mailing out and collecting all of the payments from the listed owner of the business personal property according to the Extended Assessment Roll. This includes all secured and unsecured taxes which depends on the type of property that is involved.
